International Observer is a dub music project, formed in New Zeland by the producer and musician Tom Bailey (The Thompson Twins group, Babble project). The band consists of Rakai Karaitiana and Bailey. Their music is a mixure of electronica, dub, downtempo and chillout. The first album of International Observer was released in 2001, called "Seen". They have released three more albums until 2009.
